A Taiwan resident can own 100% of a Singapore company, but ACRA requires a registered corporate service provider (CSP) to file for you and one director must live in Singapore. ACRA's fees are S$15 for the name and S$300 for registration. The Taiwan case has one unusual feature: a new tax agreement between the two trade offices took effect on . Checked . This site is an independent guide, not ACRA, IRAS or a provider. Our form hands your request to providers that suit it.
What should a Taiwan-based founder check first?
| Check | Position for Taiwan | Official body |
|---|---|---|
| Tax agreement | Trade-office agreement in force | MOF Singapore, IRAS |
| Entry | No Taiwan entry on the visa-required list | ICA |
| Filing | Registered CSP and a resident director | ACRA |
| Documents | Taiwan not in the Apostille status table | HCCH |
| Working in the company | Pass needed, ownership is not enough | MOM |
Is there a Singapore and Taiwan tax treaty?
There is an agreement, signed as a treaty would be but between two offices. Singapore and Taiwan have no formal diplomatic relations, so the Singapore Trade Office in Taipei and the Taipei Representative Office in Singapore signed the Agreement for the Elimination of Double Taxation with respect to Taxes on Income and the Prevention of Tax Evasion and Avoidance. The Ministry of Finance (MOF) says it was signed on and came into force on , replacing the earlier agreement.
MOF also says the new text lowers withholding tax rates on income from cross-border business. We did not read the rate tables, so we quote none. Some provider pages we saw talk about a later start date. The official release gives the date above, so use it and ask your Taiwan accountant which articles apply to your payments. Singapore's own rules are in corporate tax in Singapore.
Do Taiwan passport holders need a visa for Singapore?
The ICA visa page lists 34 countries and places whose travel documents need a visa. The page names no Taiwan entry. ICA's rule is that you need a visa only if your document is issued by one of the listed countries or places. It adds that a visa never guarantees entry, and that every visitor submits the SG Arrival Card within 3 days before arriving.
A visit is not work. If you will manage the company day to day, you need a pass: Employment Pass has the salary floor, and EntrePass covers qualifying start-ups. Check the current wording with ICA before you buy a ticket, because we read the page on one date only.
Can I register from Taiwan without travelling?
ACRA does not tie ownership to where you live. It does insist on a registered CSP for any foreigner, and on at least one director who is ordinarily resident in Singapore. A Taiwan founder usually fills that seat with a local partner or a nominee director. Nominee director in Singapore explains what a nominee signs up to. You also need a company secretary and a registered office, covered in registered address in Singapore.
Do Taiwan documents need an apostille?
ACRA's foreigner page lists no certification rule. Providers can still ask for certified copies of your passport and proof of address under their own onboarding rules. Singapore has been a party to the Apostille Convention since . Taiwan does not appear in the HCCH status table we read, so an apostille is not the route for Taiwan documents. We found no official page that names the replacement route, so ask the provider what it accepts before you pay anyone to legalise anything.
What are the steps from Taiwan?
- Pick a CSP and send three name options, the business activity and the shareholder details.
- The CSP reserves the name on Bizfile for S$15 and files the registration for S$300.
- Send passport and address proof for each director and shareholder.
- ACRA approves most filings soon after payment. Complex ones can take up to 15 working days.
- You receive the UEN. A bank account and any pass applications come next.
ACRA's S$315 is the government part only. Provider fees vary, and company formation cost in Singapore shows how to compare quotes line by line.
What do we not know about the Taiwan side?
We looked for an official Taiwan page that sets out reporting or approval rules for a Taiwan resident who owns a company abroad, and we could not confirm one we could quote. The Ministry of Economic Affairs has an outbound investment review section, but we did not read the thresholds. Ask your Taiwan accountant before you transfer money, and do not rely on us for that part.
Want a provider to handle the filing? Use the quote form on this page and mention Taiwan.
