A UAE resident can register a company in Singapore and own all of it. ACRA requires a registered corporate service provider (CSP) to file, and one director must live in Singapore. The fees are S$15 for the name and S$300 for registration. The UAE has a full tax treaty with Singapore, and a regular UAE passport is not on the ICA visa list, though a temporary UAE passport is. Checked . This is an independent guide, not ACRA, IRAS, the Federal Tax Authority or a provider. The form passes your request to providers.

Is there a tax treaty between the UAE and Singapore?
Yes. IRAS publishes the agreement for the avoidance of double taxation on income. It was concluded on , entered into force on and applies retroactively from . A protocol signed on entered into force on . The Multilateral Instrument order for this treaty entered into force on .
Article 10 caps tax on dividends in the paying company's country at 5% of the gross amount for the beneficial owner. The same article records that under current Singapore law there is no Singapore tax on dividends in addition to the tax on the company's profits. Singapore's corporate side is in corporate tax in Singapore.
How do I prove UAE tax residency to use the treaty?
The Federal Tax Authority (FTA) issues a Tax Residency Certificate for the purposes of a double tax agreement. Its Tax Procedures Guide on tax residency says you apply on the EmaraTax platform, choose the certificate type and, for a treaty claim, select the other country first. The FTA says it generally responds in 10 business days from a complete application, and the answer is an approval, a rejection or a request for more information.
For an individual, the guide lists tests for UAE tax residence. The first is being physically present in the UAE for 183 days or more in the relevant 12 months. There are other tests, including one at 90 days or more for UAE and GCC nationals or holders of a UAE residence permit, with extra conditions. Read the guide for your case. We do not quote fees because the page we read gave no figure we could verify.
Do UAE passport holders need a visa for Singapore?
It depends on the document. The ICA visa list includes a temporary passport issued by the United Arab Emirates, and a regular UAE passport is not on it. For a temporary passport, ICA says to apply within 30 days before arrival through a local contact in Singapore, a Singapore mission or an authorised visa agent. The processing charge is S$30 and non-refundable. Most applications take 3 working days, excluding the day of submission.
The file needs Form 14A, a recent photo, a copy of the passport page valid for at least 6 months and Form V39A, a letter of introduction from a Singapore citizen or permanent resident aged 21 or above. Every visitor, visa or not, submits the SG Arrival Card within 3 days before arriving. A visit is not work: see Employment Pass if you will work in the company.
Can I own a Singapore company from the UAE?
ACRA does not require owners to live in Singapore. It does require a registered CSP for a foreigner's filing and at least one director who is ordinarily resident in Singapore. UAE founders fill that seat with a local partner or a nominee director. A registered address in Singapore and a company secretary are also needed.
We found no UAE government page that sets out a duty to report a foreign company on the owner's side, so we leave that out. Ask a UAE tax adviser, since a company you control abroad can raise questions on the UAE side.
Do UAE documents need an apostille?
ACRA's foreigner page sets no certification step. Singapore joined the Apostille Convention on . The UAE does not appear in the HCCH status table we read. We found no official page naming the route for UAE documents, so ask the provider what it accepts before you pay for any legalisation.
