The Overseas Networks and Expertise Pass (ONE Pass) is MOM's personalised pass for top talent across business, arts and culture, sports, academia and research. The main test is a fixed monthly salary of at least S$30,000 for 12 consecutive months. Each term is 5 years, and the pass can be renewed.

Checked on MOM pages, with the eligibility page last updated by MOM on . This is an independent guide, not MOM.

Who is the ONE Pass for?

MOM says it is for top talent, and it lists several ways to qualify:

  • current or prospective employment that meets the salary test
  • outstanding achievements in sports, arts or academia
  • the AI and Tech track

For the employment route, MOM says the candidate needs 12 months at an established overseas company. It sets thresholds for that company: a market capitalisation of US$500M or more, or revenue of US$200M or more. Existing pass holders must have worked in Singapore for at least 1 year. A candidate in prospective employment can apply only when the job starts within 6 months.

What salary does the ONE Pass need?

Route MOM test
Standard Fixed monthly salary of at least S$30,000 for 12 consecutive months
AI and Tech track Fixed salary of at least S$22,500, with the rest from vested non-cash components

The AI and Tech track is a lower fixed floor, not a lower total package.

How long does it last and how do you renew?

Item MOM rule
First pass 5 years
Renewal 5 years each time
When to renew Up to 6 months before expiry
Renewal test Average S$30,000 fixed monthly salary over the past 5 years, or run a Singapore company with 5 or more locals

If you rely on the company test, the firm should be set up before the pass nears expiry. The company director page touches on the director side.

What does the ONE Pass allow?

MOM says the pass lets eligible talent work in Singapore through the pathways above. Family members may be eligible for a Dependant's Pass or a Long-Term Visit Pass, as MOM's page notes. See the Dependant Pass guide.

MOM's pages we read do not state the ONE Pass fees or a processing time, so we do not give figures for them. The fee for replacing a pass is on MOM's "replace a pass" page.

Can a ONE Pass holder run a business?

MOM's PEP page names the ONE Pass and the EntrePass as the routes for people who want to start a business, because a PEP holder cannot. We did not find MOM wording that sets out the exact business activities a ONE Pass holder can do. Ask MOM before you register a company or take on a role. Our page on EP holders starting a business covers the other passes.

How does it compare with the PEP and the EntrePass?

Pass Salary test Validity Renewal
ONE Pass S$30,000 for 12 months, or S$22,500 on the AI and Tech track 5 years Yes, 5 years each time
PEP S$22,500 Up to 3 years No, issued once
EntrePass Different test, for founders See guide See guide
