ICA, the Immigration and Checkpoints Authority, decides Singapore PR. A business owner who holds an Employment Pass or S Pass can apply with no sponsor. The submission fee is S$100 per applicant and ICA says the decision comes within 6 months, though some take longer. Large investors go through the Global Investor Programme. Checked .
Can a business owner get Singapore PR?
Yes, but there is no business owner category with its own rules. ICA's PR page lists these routes: spouse of a citizen or PR, unmarried child under 21, aged parent of a citizen, Employment Pass or S Pass holders, students, and foreign investors. Only the investor route is built around money. A founder who runs a company usually applies as a pass holder.
The page does not name the EntrePass as a separate category. If you hold one, ask ICA how it treats your case. Do not assume.
Which routes can a business owner use?
| Route | Who | Sponsor | Run by |
|---|---|---|---|
| Employment Pass or S Pass holder | A founder paid as an employee of their own company | No | ICA |
| Foreign investor, GIP | An investor putting in S$10 million or more | No | EDB sets criteria, ICA grants PR |
| Spouse of a citizen or PR | A spouse who also owns a business | Yes | ICA |
To use the first route, you normally need a pass first. See Employment Pass requirements and the EntrePass page.
What does ICA look at?
ICA says it assesses family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. It does not publish a score, a minimum salary or a minimum time on a pass. Any consultant who quotes you a points system or a chance of approval is guessing.
For a business owner, the evidence of economic contribution is what you can document: a company that trades, staff on payroll, taxes filed and paid. That is our reading of ICA's wording, not an ICA rule. For tax status of the company itself, see tax residency.
How much does PR cost?
| Item | Amount |
|---|---|
| Submission | S$100 per applicant |
| Entry Permit, on approval | S$20 |
| 5-year Re-Entry Permit, on approval | S$50 |
| Singapore Identity Card, on approval | S$50 |
All fees are non-refundable. Each family member who applies pays their own submission fee.
How long does it take?
ICA says within 6 months, and that some applications take longer. Online payment accepts cards, Internet Direct Debit and PayNow. A refusal does not return the S$100.
What about the Global Investor Programme?
The GIP is for investors who can commit at least S$10 million to a Singapore business, S$25 million to a GIP-select fund, or set up a family office with S$200 million under management. EDB runs it. Read the GIP page for the three options and what we could and could not verify.
What does PR give you, and what does it not?
The fees tell you part of the story. The Entry Permit and a 5-year Re-Entry Permit are what let a PR travel and return. The Re-Entry Permit is time limited, so you need to keep it valid if you leave Singapore. ICA also issues the Singapore Identity Card on approval.
What PR does not do is change company law. A PR can be a director or shareholder like anyone else, and a company still needs a local resident director. See resident director rules and director requirements. PR also does not remove the need to file tax and ACRA returns on time.
Should you take the work pass route or the GIP?
Compare what you have. A founder who pays themselves a salary from their own company and holds a pass has a file ICA can assess. An investor with S$10 million or more to place has a defined entry test. Most small business owners fall into the first group.
If you are choosing a pass for the start, our pages on Employment Pass salary, COMPASS and the EntrePass show how each pass is judged. A pass that fails will block the PR plan, so pick the one you can keep.
What should a founder do while waiting?
- Keep the pass valid. Renew it if the PR decision is not out. See work pass renewal.
- Keep company filings and tax up to date, since those show real activity.
- Do not leave Singapore for long stretches without checking ICA's advice.
- Avoid paying anyone who promises approval.
What are the risks of relying on PR as a plan?
ICA does not promise a result, publishes no cut-off and keeps the fee even when it refuses. Treat PR as a bonus, not as the base of your business plan. Build the company so that it works on a work pass, and apply for PR when you have a real record to show. If you are also thinking about moving the business, Singapore vs Hong Kong and Singapore vs Dubai compare the places on company rules.
